Managing Director   -   Tom Cummins 

Tom, Managing Director of the NPM Group team, is a Registered Builder, a Member of the Australian Institute of Project Management, a Fellow of the Australian Institute of Company Directors and a member of the Master Builders Association of Australia.

He has wide experience in controlling the management and supervision of multiple, diverse projects from a central administration, including general construction and civil works for Government and major corporate clients.  Since 1980 he has been responsible for the successful completion of projects to a current value of over A$450 million, requiring a high level of expertise and competence.  This has included heavy construction projects throughout the pacific region such as the Sofitel Fiji Resort and Spa and the Tuvalu Government Office Building, project management and strategic planning for the Australian Institute of Marine Science and large scale remote area housing projects for Government and Mining Industries.

Tom has the rare ability at the conception stage to visualise the completed project as well as each separate component that needs to be thought of and acted upon to arrive at the point where plans become reality.  During his career, Tom has had the privilege of being involved in the design and development of a number of new townships in the Central Queensland area, with Utah Development Company as the client.   These included: Dysart; Tieri; Middlemount; and the Blackwater expansion.

Because of this experience and expertise, Tom was asked by the Australian Government's Department of Aboriginal Affairs to project manage the restoration of a number of small townships under their portfolio.  This resulted in the re-development of Woorabinda in Central Queensland (population of approx 1000), Gununa on Mornington Island (population of approx 2000), and portions of Normanton in Far North Queensland.    These redevelopments involved:

  • establishing new town plans,
  • establishing funding requirements,
  • planning, designing and construction of:
    • civil works, housing, commercial and industrial construction,
    • health buildings, schools, shopping centres, recreation facilities and
    • normal infrastructure such as water, sewerage, stormwater drainage etc.

Whilst being the Managing Director of the NPM Group of Companies, Tom has personally managed many diverse projects, including but by no means limited to the:

  • Project Management of Design, Development and Construction of the Outrigger Reef Fiji Resort (approx FJD$33M construction cost)
  • Design, Development and Construction of the Australian Institute of Marine Science Infrastructure Refurbishment Program (approx AUD$14M)
  • Supervision of Thiess Contractors carrying out Marine Installations on 14 islands in the Torres Straits for the client, Australian Construction Services, (approx AUD$18M)
  • Redevelopment of townships of Woorabinda (AUD$15M), Normanton (AUD$15M) and Morning Island (AUD$35M)
  • Project Management of the new Government Offices in Tuvalu (approx construction cost AUD$12M)  

Contracts Administrator   -   Jill Cummins

Jill Cummins has over 30 years experience in office administration and procedures. Her role with NPM involves responsibility for tender and contract documentation, Quality Assurance, the overall operation of the central office in Townsville together with procedural training and general assistance to NPM's, NPF's and clients' on-site personnel.

Jill was previously Personal Assistant to the Head of Civil Engineering, CQ University and had three years with Utah Development Company where she was Assistant to the Project Manager who was in overall control of the construction and operating of three new townships (Dysart, Moranbah and Blackwater extension).  While with Utah, her duties included involvement in the drafting of the specification used for all Utah contracts, preparation of contract documents, receipt of tenders for housing and civil projects, weekly reports to head office on contract status and contractor's performance, progress payments, and general assistance in contract management.   As two of these townships were built from a virgin scrub stage, all areas of construction and civil engineering requirements were experienced.

Jill worked for three years with the Woorabinda Aboriginal Council, during which time she was responsible for establishing administrative procedures, generating and administering contractual documents for construction projects being let by the Council, accounts processing and on-the-job training of local personnel. 

As a working Director of NPM, Jill has completed the tender and contract documentation for numerous and diverse projects including Total Township Development, Aged Persons Homes, Sewerage installation, Roadwork contracts, Mechanical workshop, Community Health Centre, Indoor basketball courts, the long term operation of ships for AIMS, Contracts between NPM and the Principal, NPM and the Consultants and NPM and trade package Sub-Contractors for the Outrigger Reef Fiji Resort project and Sofitel Denarau Island Resort project, Fiji.
